Training Courses: VC TRAIN : SPAT-C Suspends Training After 15 years of Helping Those from Within Deprived Areas of South Yorkshire
SPAT-C suspended all training activities as of 29th August 2008, due to failure to receive payment for training activities already undertaken for the Job Centreplus and Entry 2 Employment training programmes.
During the past 5 months the agency has put up a valiant effort in the face of extreme opposition to continue to deliver training to students emanating from across Sheffield's deprived wards.
The SPAT-C staff have shown true dedication and commitment by so far having worked as long as 5 months without payment of wages as the agency waited upon receipt of monies so as to ensure training continues whilst the agency dealt with the barrage of demands many of which came after SPAT-C had been starved of cash both through withholding of payments due as well as at rates of receipts far below that anticipated.
Whilst others gorged themselves on funding meant for "tackling disadvantage and social inclusion" , SPAT-C actually practiced what others autonomously repeat as a mantra to secure funding.
Frontline charities such as SPAT-C at the very heart of the fight against poverty and social inclusion are right across the country being annihilated by paper pushing pseudo quango's many of whom have a ZERO footprint within a deprived areas let alone have to deal with demanding clients on a day to day basis.
The government voiced their concern earlier this month by warning of the growing potential for social unrest as the economy takes a sharp downturn. Following whatever consquences transpire during 2009 of the economic crisis, the evitable public inquiries will look at why the frontline charities that could have made a difference were SNUFFED out by over zealotry by those that totally failed to understand why they are in receipt of funding who's purpose is to train individuals from within deprived communities out of social exclusion and into the mainstream.

News Event: SPAT-C Fights Back - Sheffield City Council Leader Perplexed by VCTrain Behaviour
Tutors in hot water over tea breaks
A SHEFFIELD training company has asked council bosses to intervene after auditors heavily criticised its tutors – for allowing students to have tea breaks. Sheffield Positive Action Training Consortium is based in the Wicker and provides training in IT, basic engineering and computer maintenance for black and ethnic minority communities.
It also teaches English and numeracy to asylum seekers, refugees, and people with dyslexia and has run many successful courses over 10 years.
Bosses at SPATC say they are baffled by what they call "extraordinary and absurd criticism" from auditors.
The auditors are sent in by The Voluntary and Community Sector Training Consortium, known as VC Train. It is based in Rotherham and its assessors check courses are being run properly.
SPATC says it has always had a good relationship with the assessors but recently things have changed dramatically.
Chris Searle, from SPATC, told a council meeting: "We have helped to teach English and other vital subjects over the past decade and we have always had a very cordial relationship with our auditors at VC Training.
"We have had many good and useful conversations with the assessors who have been very supportive.
"But a few months ago there was a change in the regime and management and suddenly we have started to get a completely different response.
"We can't understand why, as little has changed with our work.
"We have had some extraordinary criticisms, such as students shouldn't have tea breaks and we are wrong to use computers to teach literacy and numeracy.
"They have also criticised our tutors which is absurd as many are in the education and university system.
"We would like the council's support in trying to find out exactly what has changed."
Council leader Paul Scriven said he was "perplexed" by VC Train's attitude.
He said: "SPATC has given individuals real skills over many years and through them they have gone on to be active citizens in Sheffield.
"SPATC employs professors from York and Manchester universities, so to say they are not qualified just doesn't stack up. VC Train's auditors didn't even go into the classrooms to watch them.
"SPATC provides a superb service and I will personally write to VC Training. We will also look at ways to make sure SPATC's excellent work continues."
VC Train were unavailable for comment.

Articles and Reviews: Sheffield Wicker Flood of 2007 - Timeline at SPAT-C, SYAC Centre
The day for Sheffield, a northern English city started as usual, wet and rainy, yes there have been forecasts for a wet June and possible flooding in Northern England, but Sheffielders felt safe in the knowledge that their hilly city is not prone to flooding.
Not even Sheffielders remember when the last big floods occurred. Digging back into history you would have to back over 150 years to 1864 when the Dale Dyke Dam burst.
SPAT-C situated at the SYAC Centre on the river bank felt the full force of the flooding as the following time-line and the news reporting illustrates:
1.30pm - The River Don that runs through the heart of the city was a raging torrent, but in the near 15 years we have been in our current premises, I have seen this many times before, many times.
A colleague suggests that the river is going to burst its banks, having only been with us for barely 2 years, he obviously was not party to my inside knowledge that it has never flooded in at least 15 years, nor have I known any serious flooding in Sheffield in the 40 years I have lived here. So I ask my colleague to put his money where his mouth is, a bet ! "I bet you £50 the river won't burst". But he won't take the bet !
About 10 min's later, 1.40pm with the waters rising, I venture out to take a closer look.
